You need to play against players much better than you to improve quickly. Matchmaking always sets you up against players at your skill level. Opponents at your skill level don’t see your mistakes as often, so they don’t punish your mistakes as often. When you aren’t punished as often, you can’t see what you are doing wrong. The game is full of cheats and the game does nothing about it, apart from the usual BS platitudes and lies from the forum admins. He is just saying that tanki is a good game when no Russians are around.
